How to Hold a Legal Quilt Raffle -- a State of Florida issue
just the facts, in order

1.  Decide how you will use the raffle money raised. It is OK to use some for charity and some for your group’s needs if you state it as such (“Over 50% of funds raised go to XYZ Charity”).

2. Register with the Department of Agriculture & Consumer Affairs

The form may seem long but just take it step by step.
Call the FDACS for help if you don’t understand something.

3. Print tickets including the date of the drawing, your group’s registration number, and the following statement:
"A COPY OF THE OFFICIAL REGISTRATION AND FINANCIAL INFORMATION MAY BE OB TAINED FROM THE DIVISION OF CONSUMER SERVICES BY CALLING TOLL-FREE (800) HELP-FL (435-7352) WITHIN THE STATE. REGISTRATION DOES NOT IMPLY ENDORSEMENT, APPROVAL, OR RECOMMENDATION BY THE STATE."

4. Keep track of the tickets and collect ALL the stubs and money BEFORE the drawing is held.

5. Hold the drawing on the date printed on the ticket stubs.

6. Do not throw away the stubs until you are sure the winner has been determined. You may need to do another drawing if you cannot contact the winner in a reasonable amount of time (about 30 days, unless something else is stated, i.e. ”must be present to win”, etc.)

It does not matter what you call it...Donation Quilt, Opportunity Quilt, etc...if tickets and money exchange hands it is considered by the State of Florida to be a raffle. It doesn’t even matter what you intend to do with the money. It’s still a raffle. Calling your group Non-profit or Not For Profit also makes no difference.
The State of Florida requires raffles to be registered with the Dept. of Agriculture before the ticket sales begin.

Protect your guild by registering with the Florida Department of Agriculture & Consumer Affairs to hold a legal raffle. The cost is low and the protection is huge: illegal raffles have caused several guilds to lose their entire treasury by being fined, and even to close down completely.

The cost of registration is minimal, and based on the amount of money you expect to raise. Most guilds will pay $10.

The registration lasts for one year. Although the State often sends a notice when it’s time to renew, it is up to you to remember to do it. If you do not have an annual raffle quilt, you may still want to renew the registration annually so you can start ticket sales at any time.

What SSQA has done on behalf of Florida guilds

Back in 1998, when guilds wondered whether raffles were legal, SSQA found out that they can be ... if properly conducted .
SSQA negotiated a deal with the State of Florida Department of Agriculture & Consumer Affairs, and paid a one-time fine to cover all the guilds who were members at that date. This protected each member guild from any past liability of being charged with illegally running a raffle.

A major effort was made to notify all the Florida guilds about this, and time was allowed for them to join so everyone could take advantage of this work SSQA had done for Florida guilds.
From that time on, it became each guild’s own responsibility to be registered with the state and keep up-to-date their own “Permission to Solicit” certificate.
Those who have continued to renew their registration, and have printed tickets with the mandatory message, are operating in a safe and legal manner.
Being a member of SSQA does NOT cover a guild’s raffle activities. Member guilds are independent entities.
